PROJECT CONTEXT & LOCATION*
The site shall be located in Brooklyn, NY. DUMBO which stands for "Down Under the Manhattan Bridge Overpass" is a New York neighborhood that current vitality is very much a function of its rich and varied cultural offerings though the history of the neighbor-hood as well as the artistic community that has settled here.
Specifically the Empire-Fulton Ferry State Park is a premiere park space on the waterfront, established in 1978 by Governor Carey. It is a nine-acre waterfront park along the East River in Brooklyn located between the historic Manhattan and Brooklyn Bridges. With its sprawling lawn and riverfront boardwalk, Empire Fulton Ferry provides visitors the perfect place to view the skyline of Lower Manhattan.
Stretched along the waterfront are the Empire Stores approximately 400,000 SF. A four story brick warehouse held strong with heavy timber framing. Also included is the Civil-War era coffee and tobacco warehouses, which played an integral part in the great shipping activities that once dominated the entire Brooklyn waterfront.
The Tobacco Warehouse which lines Water Street and the, the roofless structure previously 4 stories tall, that opens into the Park. Constructed in the 1870s as a tobacco customs inspection center, and saved from demolition in 1998, the 18,000 SF roofless Tobacco Warehouse provide one of the most compelling public spaces in Brooklyn Bridge Park. The New York State Office of Parks, Recreation & Historic Preservation repaired and stabilized the Warehouse in 2002.

DEVELOPMENT PROGRAM
Note: Detailed program information will be provided

Within the site boundaries indicated areas for all of the
following. The Tobacco Warehouse must be included in the
design the remainder may be implemented as an addition or
as new construction. Program elements should be viewed as a
campus. Criteria can be melded together to create an
integrated atmosphere.
• Middle School- Including flexible classrooms and
learning labs. This does not need to be viewed a
traditional school. Competition participants are encouraged
to be creative in developing this component. This facility
may also extend into the Park
• Art Center (Music and Performing Arts): Design a
space that will serve not only the school, but the
community. Include a multifaceted performance space that
will be open to the public.
• Admin: Office space shall be incorporated into the
concept plan. Office spaces should have appropriate
adjacencies to spaces served.
• Retail Element (possible grocery)

o Class rooms (indoor & Outdoor)
o Admin Offices (i.e. Principals, counselors, Art
center Administration)
o Nurses office
o Teacher work prep rooms
o Kitchen
o Cafeteria
o Library
